It’s being made over with $200,000 worth of work by Sam Carter as a personal office. The Little Rock businessman owns a textbook sales  business. There’ll be no retail or distribution in this space. Neighbors are happy with the work after years of neglect.

Lawyer Hal Kemp controlled the property for years. He once prompted a neighborhood dispute when he resisted a tree-planting project on the sidewalk. A Kemp-related LLC sold the property in 2017 for $372,000 to an LLC related to the head of a small bank. No development followed. It was sold to another LLC related to Carter in February for $472,000.
