Ethics Commission investigating Republican complaint on Democrat's finance reports

A Republican tipster alerts me to a state Ethics Commission complaint against state Rep. Vivian Flowers of Pine Bluff for late filing and missing details on her statement of financial interest and campaign reports 2014-16.

The lengthy list of reported shortcomings include late filings, absence of occupations for some financial contributors, missing explanations for some expenditures and inaccurate totals. The Ethics Commission letter notifying Flowers of the investigation notes that a state law allows her to amend many of the reports in question without penalty under a recent state law.

I asked Flowers about the complaint. She responded:

Yes, the Republican Party of AR is making the complaint regarding technical points like missing contributor addresses and other line item omissions for 2014 and I'm just plain late getting my filings in for 2016. But I'm working it out with my treasurer and the commission. This is politics and a part of what I signed up for.

Where I'm late, I will pay the piper for that and should. On the technical matters, I will correct and fill in those areas where I can. I am a past member of the Common Cause of AR board and a staunch supporter of governmental transparency and am glad that we live in a state with a pretty good system that requires us to provide this information to the public and one that effectively holds us accountable.
Political parties have been combing reports for violations, technical and otherwise. The Flowers probe follows Democratic complaints about the lack of reporting by Republican Rep. Mike Holcomb of Pine Bluff, who stonewalled questions about his reporting until after a November 2016 election victory. Then he amended reports to correct any errors and omissions.
