The state Ethics Commission has issued its formal finding that Dallas Cowboys owner Jerry Jones unintentionally violated the law when he gave hundreds of thousands of dollars worth of free trips to Dallas football games to North Little Rock police officers in appreciation for their work.

There was no penalty except the finding, which came in a 3-2 Commission vote. That one-vote margin is a significant thing. Otherwise, the door would have been thrown open wide to all sorts of gifts to public employees — all merely in the name of best wishes, of course.
