Needing 67 vote for the House to consider his legislation to send a highway bond issue to voters, Rep. Dan Douglas failed on a 63-19 vote. It would come, if approved, with a new state sales tax on the wholesale price of fuel.

UPDATE: On second vote, the House passed and sent to the Senate a bill to earmark — if possible — new money collected from sales on Internet retail sales to a highway program. Gov. Asa Hutchinson opposes the bill, which faces an uncertain ride in the Senate.
