Here's a way to pay for highways without a tax increase on existing levies, but a new sin tax — on marijuana.

The Tax Foundation cites the experience in other states, particularly Colorado and  Washington with 2015 revenues of $113 million in Colorado from a 15 percent excise tax and more than $70 million from a variety of taxes in Washington.

A variety of marijuana proposals are being circulated for the November ballot in Arkansas. The Tax Foundation estimates the state could reap from $49 million to $82 million with a 15 percent to 25 percent excise tax.
