As expected, Lamar Advertising,
the giant national billboard company, persuaded the Little Rock City Board last night to approve digital billboards on the Mills Freeway and Shackleford Road in return for a promise to take down 12 other billboard locations.
The vote was 8-2. Director Ken Richardson, who's raised questions about the traffic distractions of digital boards, went with Lamar, Directors Kathy Webb and B.J. Wyrick voted no, according to an account in this morning's Democrat-Gazette.
Will Lamar take down any billboards? It says it will. But it curiously continues to fail to provide specific locations. Is it possible it is only retiring currently unused billboard permits?
Who will insure that the promised billboard removals materialize?
The deal calls for Lamar to get up to three digital boards on I-630 (it says it only has two planned, but that doesn't mean a third one won't come some time later) and one on Shackleford in return for removing two billboards on Cantrell Road and 10 elsewhere. None of the boards to be removed are specified in the ordinance.
