Breaking news: Timothy Loehmann, the Cleveland police officer who fatally shot 12-year-old Tamir Rice last year, won’t face state criminal charges, prosecutors announced today. The surveillance video showed police pull up to Rice and almost immediately begin shooting. Rice had been playing with a toy gun in a park.
