Howard spent 14 years on Death Row, then won a new trial. A jury gave him a reduced sentence last spring that was tailored to make him eligible for immediate parole. He remains in prison. Since the verdict, Leveritt writes, Correction Department officials have "tied themselves in knots" thinking of ways to keep Howard behind bars. One trick: Saying Death Row inmates don't qualify for "good time" to credit against sentences. Howard has a clean record for the years he spent in the confinement of Death Row.
Howard's lawyer may yet be back in court.
