*I mentioned yesterday that the Legislative Council had approved $7.4 million for 200 new prison beds at Pine Bluff's Ester Unit. I'd inquired where the money for that comes from, but hadn't heard back. I see here that it and the $2.6 million the ALC also approved to extend the contract with Bowie County, Texas, to house state prisoners through 2016 comes from Rainy Day Funds. Nothing like using emergency funds to pay for our entirely predictable mass incarceration crisis.
