*I mentioned yesterday that the Legislative Council had approved $7.4 million for 200 new prison beds at Pine Bluff's Ester Unit. I'd inquired where the money for that comes from, but hadn't heard back. I see here
that it and the $2.6 million the ALC also approved to extend the contract with Bowie County, Texas, to house state prisoners through 2016 comes from Rainy Day Funds
. Nothing like using emergency funds to pay for our entirely predictable mass incarceration crisis.
