Hard to see how the bill passes unless filibuster rules are revoked. Hard to see how the U.S. Supreme Court
will relent on its view that legally married same-sex couples are entitled to federal benefits. It remains to be seen where the court will come down on state bans on marriage, but the indications so far favor marriage equality. Sen. Tom Cotton
