The Arkansas Disability Rights Center has issued another report on conditions at the Arkansas Juvenile Assessment and Treatment Center in Alexander, operated by a private contractor for the state Youth Services Division.

The report deals with an increasing assault rate and reports of staff encouraging violence by juveniles against others. It also details a failure to deal with various shortcomings — areas outside the reach of monitoring cameras, for example — that have long needed correction.

Tough kids are committed there. Treatment is difficult. Staff can be provoked. But the report is strong indication that Arkansas can do better with its toughest cases. It’s worth a read.
