Blue Hog Report has undertaken
a deep analysis of Rep. Nate Bell's amendment
to prevent the state from advertising
or otherwise encouraging enrollment in health insurance programs
encouraged by the Affordable Care Act. Bell's motivations aside, Blue Hog makes a case that a failure to promote the programs violates the state's agreement with the federal government and could kill them entirely in Arkansas.
Bell's non-promotion amendment and other elements of the legislature's fiddling with bills in what is supposed to be strictly a budgetary session raise a number of other legal questions, by the way. These questions are under review.
