Police Chief Stuart Thomas fired Hastings Friday morning. He's awaiting trial on a manslaughter charge in the death of a youth fleeing in a car after a possible car burglary.
* One found that Hastings had failed to properly check the City Market at 6800 Col. Glenn Road after a burglary alarm Oct 25. The responding party found a break-in and that items had been stolen. Thomas' letter said Hastings was untruthful durinv the investigation.
* A second found that Hastings violated rules on use of deadly force in the fatal shooting Aug. 12 at an apartment complex on West Markham. The investigation found that Hastings violated general orders that 1) force may be used only to protect the officer or others from "immediate threat of death or serious physical injury"; 2) firing is prohibited at a fleeing vehicle unless it is necessary to protect an officer or another person, and 3) officers are not to "place themselves in a position in front of an oncoming vehicle where deadly force is the probable outcome. When confronted by an oncoming vehicle, officers will move out of its path, if possible, rather than fire at the vehicle."
