Politico has begun reporting on President Obama’s budget. It says some agencies will see spending cuts under new controls, but he is working to include some new spending, including from war spending reductions, to keep a slowly reviving economy perking. The spending will target infrastructure and teachers and jobs. For example, he proposes spending $8 billion on community college programs that train people for good jobs. Tax increases for the wealthy are included. Deficit reductions are forecast, but incremental.
