A constitutional debt solution

I had missed this discussion until today. Does the 14th amendment give the Obama administration an out on continuing to meet U.S. obligations if Congress doesn't vote to lift the debt ceiling? Tiimothy Geithner seems to think so, quoting it to reporters:

"'The validity of the public debt of the United States, authorized by law, including debts incurred for the payments of pension and bounties for services in suppressing insurrection or rebellion' — this is the important thing — 'shall not be questioned," Geithner read.

And if President Obama continued to pay bills, would House Republicans really undertake impeachment?
