It’s only a temporary setback because several members of the majority Democratic membership were absent, but Republicans yesterday defeated Sen. Mark Pryor’s bill to prevent FEMA from forcing repayment of disaster aid paid to an elderly Stone County couple. FEMA had encouraged the couple to apply for flood aid, but later learned the county hadn’t adopted an ordinance to participate in the program.
