A reader recommends an article on the difficult decisions faced by the Corps of Engineers in deciding whether to open floodways or even blast levees to protect some areas from flooding while allowing flooding of other areas, primarily farmland.
A Republican of my acquaintance is outraged by the Corps' decision to flood farmland to avoid destruction in Cairo, Ill. I quote from his Twitter feed:
People have been asking me why I made such a big deal out of Cairo. It's indicative of our government's new view of things and it's shitty.
