Here's one to watch: The Fair Park Neighborhood Association's fight to keep the Little Rock Board of Directors from approving a giant (20 pump) fuel stop and convenience store on Fair Park Blvd. just south of I-630. Joe Busby of the neighborhood association lays out the argument against the development on the jump.
The Fair Park Residents Associations asks for the Capitol View-Stifft Station Neighborhood's support in defeating the appeal to the city's Board of Directors of the convenience store Kum & Go's plan at Fair Park Blvd. and I-630.
The original PCD was for a hotel and two restaurants, the association still support the original Planned Commercial Development. The developer now wants to change the development from the original plan of two restaurants, to now allow a 5,000 square foot Convenience Store with 20 gas pumps, a truck-stop size convenience store.
The Fair park neighborhood opposes it for the following reason:
• The proposed convenience store would have a negative impact to the neighborhood, the Little Rock Zoo, the new Children's Library and UALR.
• The size and scale is not of residential size, with a 5,000 square foot building and 20 gas pumps. The proposed convenience store would be larger than any in the city and be larger than some of the truck-stops at the county line.
• This area of the city is already served by five (5) convenience stores within a one (1) mile radius of this proposed site. Two (2) of the convenience stores are less than 300 yards from this proposed site, with one right across the street. We do not need another convenience store.
• The proposed convenience stores confirmed their intent to have alcohol sales. There are three (3) locations within 1,000 feet from this proposed site that all ready sells alcohol. St. Marks Baptist Church, one of the original applicants for the project, is no longer part of it and now opposes it, because of the alcohols sales.
• This proposed change is in direct conflict with the 12th Street Corridor Initiative and the University District Plan. Plans which the neighborhood worked hard for over two years to develop for the revitalization of our area.
• The increase of traffic from the proposed convenience store would have a negative impact to Fair Park Blvd. and access to/from the freeway for the neighborhood, the Little Rock Zoo, the new Children's Library and UALR.
• The convenience store offers no real economic development to central Arkansas. There would only 2 or 3 full time employees, with the other 12 or so employees part-time with no benefits. All of the merchandize, with the exception of the wholesale beer sales required by state law, will be trucked in from the convenience store home warehouses in Iowa. The fuel will also come from the convenience store Iowa fuel farms.
• The neighborhood does not want the gateway to our neighborhood to be a fuel canopy.
In the spirit of cooperation, the association invited the application to speak at our March monthly meeting. Attendance for the meeting was in the excess of seventy (70) members. The applicant spoke for over forty (40) minutes, including questions from the floor. The association offered suggestions to the proposed changes of the Planned Commercial Development which could possibly make it acceptable to the neighborhood. The proposed changes were all rejected by the applicant and the convenience store chain. The membership vote unanimously to oppose it.
The Fair Park Residents Associations asks for the Capitol View-Stifft Station Neighborhood's support in defeating the appeal of the Kum & Go Convenience Store in the form of a letter to the City's Board of Directors.
