This and that in legislative committees today:

* Rep. Jon Hubbard, scourge of otherness, won committee approval this morning for a bill to require that driver's license examination be given only in English. This is unconstitutional and will cost the state federal money, attorneys say.

* The House Education Committee followed state and legal opinion and rejected Rep. Bryan King's bill to let a handful of districts with extraordinary property wealth, including Eureka Springs, keep money in excess of minimum state foundation aid generated by the 25-mill uniform millage required to be collected by all districts and put into the state education revenue pot.

* The Senate bill to freeze unemployment benefits as part of a plan to cope with state debt to the federal government on unemployment payments passed a House committee.
