Illegal immigrant drivers

Here's a New York Times story with plenty of Arkansas implications: Because virtually all states don't grant driver's license to people without proof of legal residence, the roads are heavily traveled by unlicensed immigrant drivers who must drive to get to work. They are profiled by police. They are deported in many cases when stopped. They don't have insurance. Many aren't able drivers, something a licensing test might have established. There are many reasons to address undocumented residents somewhere other than the driver's license bureau, but the trend isn't going that way. As a result, a disproportionate number of people of Hispanic heritage killed in auto crashes are unlicensed drivers — 46 percent in Arkansas, according to the accompanying chart.
