City Director Joan Adcock, who's managed to stir up a fine mess over the city's sloppy adherence to conflict of interest rules governing city appointees' city work, has another idea. It's a resolution to provide that all appointments to city boards and commissions be discussed in public, not private. She says this would be sufficient to mean volunteer appointees are no longer city employees for purposes of conflict of interest law and thus a specific enabling ordinance wouldn't be necessary every time a member of a city commission did business with the city.
A memo from City Attorney Tom Carpenter says Adcock and Director B.J. Wyrick both still favor more disclosure of financial info from city appointees.
Public discussion of appointees? I can imagine there will be some resistance to that. This is a city board that doesn't want the public to know the details on how the Little Rock Regional Chamber of Commerce spends $200,000 in a taxpayer handout.
