Clarence Harold Smith, a former Newton County judge, pleaded guilty in federal court in Harrison today to a charge of mail fraud. He worked out deals to buy equipment, such as a dozer, and then resell it to the county at inflated prices. His plea covered six transactions that cost Newton County almost $70,000. He'll be sentenced later.
