Just in time for MoveOn.org: Twitter indicates Rep. Keith Ingram is trying to slash the lieutenant governor's budget by more than a third, cutting all but one staff position. Lt. Gov. Halter will be summoned to speak.

Michael Cook, Halter's chief of staff, got a bit of grilling, then the matter was put off for a subcommittee to review tomorrow, Capsearch reports. I got this prepared statement later from Cook:
The budget of the Office of Lieutenant Governor is reviewed annually. We are happy to answer the questions of any state legislator about staff duties and responsibilities. Over the past three years, our staff of four full-time employees has devoted a great deal of its time to help bring a Scholarship Lottery to Arkansas that is expected to provide more than $100 million annually in college scholarships for more than 20,000 Arkansas citizens.
Arkansas Business has more details. You get the feeling that Ingram thinks he's a U.S. senator or something, with the power to put "holds" on stuff he doesn't like until an official drops by for a little butt-smooching.
