UPDATE: And speaking of using of "seed corn," there's this report from the meeting of the country's governor's that says, while some signs of a national recovery are evident, the fiscal year beginning July 1 could be the worst yet for the states. I remain pessimistic about whether Arkansas can make it through the year without another painful adjustment. I hate, too, that much of the pain will come out of medical services for the poor, state spending that it is tripled by federal contributions.
