Sure. But will that mangy dog hunt this year? It still won't assuage the most fervent anti-environment voters. It won't raise enthusiasm from the farm/biz base. It reduces enthusiasm from other voters and there's a far bigger segment of green voters than the good ol' boys like to acknowledge. It's simple to explain. Pollution is bad for hunting and fishing, not to mention human beings.
