Gene Sayre, the winning attorney in the successful Little Rock library property tax challenge, says he plans to do some discovery work on costs and procedures on potential refund methods and then seek an expedited hearing in circuit court. Sayre said he believed a separate refund, with a notice to taxpayers through mailing, would be costly.
