The Democrat-Gazette today (sub. reqd.) rehashed the circumstances that will require Little Rock library budget cuts in 2010 to repay about $1.5 million in property taxes collected prematurely.

Reminder: if County Judge Buddy Villines and the Pulaski Quorum Court had convened within 30 days after the special tax election in late 2007 to routinely approve the millage increase, the tax collected in 2008 would have been legal and no refund would now be required.

Villines and the Quorum Court thank taxpayers for a pay bonus and pay raise they gave themselves this year for exemplary performance.
