State officials are predicting a 2 percent rise in state revenues in the next fiscal year, beginning July 1. That pretty much guarantees status quo budgeting, at best, in the legislature’s first fiscal session in January. But it would be almost a windfall compared with the recent experience of drops in revenue year to year.
