I hope to get a report tonight on the vote in North Little Rock on the controversial apartment complex rezoning on the river in Baring Cross. It departs from the neighborhood zoning plan. It will create a hefty diversion of property taxes on the apartment project from public schools to the pockets of the developers for adjacent land. The apartments themselves don’t require any TIF money to be built. So why then should the money be stolen from the schools? Scott Miller at Argenta News mulls the question in advance of tonight’s Council meeting. I can provide the answer: Because Boss Hays sez so, that’s why.
