Fairness in highway funding

John Brummett today revisits the state's outmoded governance of highway construction, a system that favors rural areas to the detriment of major population centers in Northwest and Central Arkansas. (It's particularly unfair in the eyes of those who think the state should be investing ever greater sums in encouraging rapid movement of city workers to outlying suburbs with multi-lane expressways and cloverleafs, but that's another sort of debate.)

Brummett mentions some preliminary work is underway on a possible legal challenge to highway funding.
