Since the ayatollah opposes this bill, I presume the Senate hearing is just a courtesy for Sen. Joyce Elliott. Nonetheless, it should provide some useful information. It's about her bill to allow in-state college tuition for children of undocumented immigrants. That is, Arkansas high school graduates and long-time residents would be charged the same rates as other Arkies, not the rates charged kids from New York and California.
Note further that the legislation provides no scholarship assistance, only that in-state immigrants can attend school at the same rate as people they went to high school with. And they must sign a pledge to obtain legal status in the U.S.
