John Williams reports: The bill for Arkansas to sidestep the electoral college process and eventually provide for election of president by a popular vote when enough states have joined the movement, passed the House today 56-43. That’s HB 1339. Roll call will be here eventually. It goes to the Senate.

The primary seatbelt bill passed the House 60-31. SB 78 now goes to the governor, or it will once questions about the emergency clause are resolved. Emergency clause vote fell short initially.
