The Senate today voted 31-0 in favor of Sen. Kim Hendren's bill to ban cell phone use by drivers under 18. It goes to the House.
It's a secondary offense, so it won't raise the same enforcement questions cops are raising about the general move to do some halfway measures on texting, cell phones etc. Is somebody texting or punching a number? How do you tell when a driver is under age? How much time do cops have for primary enforcement? Are we ready to get into subpoenaing phone records to prove up offenses? Etc.
Don't get me wrong. I favor prohibition of all wireless device usage while driving, as other more safety-minded places do.
