Some people who want to be present for the bill signing next week are currently icebound in Northwest Arkansas. They hope to be free by next Wednesday’s scheduled bill signing. But to be safe, the bill was recalled so that the time clock toward automatic enactment wouldn’t be ticking. A ceremony is desired.
