The state Board of Education today approved, on a 5-3 vote, another charter school for Little Rock -- the Little Rock Preparatory Academy -- and denied an application for Little Rock Urban Prep for Young Men. The school that was approved is envisioned as a middle school for more than 400 in a former Baptist church at 12th and Schiller. It's aimed at "underserved and underachieving" students from the downtown area. A number of prominent black business people are on its board.

The Urban Prep school was proposed to serve about 500 boys in grades K-8 in the old Mitchell School. It was voted down 8-0.
