Sen. Joyce Elliott will try again to push legislation to provide in-state tuition for graduates of Arkansas high schools and Arkansas residents who may not qualify as legal U.S. citizens. Other states have done this. Gov. Mike Beebe has indicated he doesn't want to touch this hot potato.
Why can't Arkansas colleges simply provide in-state rates to all Arkansas residents? Leave the document checking to someone else, since it is not required by law. Let some federal SWAT team raid colleges to root through records to find the handful who might have been brought to Arkansas as infants by parents seeking better lives. As if the federal government doesn't have anything else to worry about at the moment.
