Dwane Powell, an Arkansas native editorial cartoonist for more than 30 years at the Raleigh News and Observer, has had his job reduced to part-time as part of cuts in the newspaper staff. Powell has contributed cartoons to the Times occasionally over the years because of his long friendship with the late George Fisher. Tough times in the newspaper business.
