A glimmer of progress after many years on converting the old Rock Island bridge next to the Clinton Library to a usuble span for pedestrians and bikers.
The city has drafted a contract with the Foundation that sets a timetable for the conversion. If approved by both parties:
The city will review and comment on preliminary design plans by Dec. 1. The Clinton Foundation would present detailed plans by April 1. The city must respond by May 1. If all is in order, the city then would seek Corps of Engineers permission to permanently designate the bridge as a fixed span, locked in an open position. Construction would begin within 60 days of issuance of the permit and the foundation would complete construction within 18 months. The city is to contribute $1 million to the cost.
