The state Court of Appeals yesterday upheld a judge’s requirement that a man convicted of a misdemeanor count of sexual indecency register as a sex offender. The same day came word that no opponents had been found to the legislative candidacy of Dwayne Dobbins, who plea-bargained into a misdemeanor for sexually molesting a teen in his home. Perhaps if they had thought to put a sexual offender registration requirement in the deal, some degree of shame might have kept him from trying to return to the Capitol.
