It's based on a tax of 30 percent on the dollar, which means, after application, the tax accounts for 23 percent of the purchase price. Sales taxes are never expressed that way. But nobody's ever proposed such a draconian sales tax before and they have to do everything they can to reduce the appearance of impact. And, as this Los Angeles Times article on the idea notes, while it helped Huckabee in Iowa, it has a number of problems, including the probability that a 30 percent rate wouldn't be low enough to be revenue neutral.)
