Somebody I know who counts votes pretty well says the zoning for the Cycle Breakers probation program to occupy a building near a public school won't clear the Little Rock Board of Directors Tuesday.

I hope that prediction is accurate. There are too many questions about Cycle Breakers, not just the issue of what type of people will be put on the streets around an elementary school.

Judge Willard Proctor has resisted public accountability on this program He has set up a program largely beyond public scrutiny that collects thousands of dollars in fees he sets that is spent in ways not readily discernible to the public at large. If he is favoring this supposed private nonprofit, there's the suggestion that probationary sentences are effectively being handed out in return for money for the program. Much too much is unclear here. The City Board shouldn't facilitate the program when it is so stoutly resisting public accountability.
