An overlay district, if approved, would add an additional layer of planning controls, particularly in limits on lot coverage on the neighborhood's generally small lots. (The rules do not include architectural or design limitations, as a historic district ordinance might.) The Planning Commission will consider the plan at a hearing at 4 p.m. June 21. The City Board could consider it as soon as July.
