The state has a new personnel administrator, Kay Barnhill, replacing Twana Porter. Richard Weiss' news release is on the jump.

Kay Barnhill has been named State Personnel Administrator, replacing Twana Porter, according to an announcement today by Richard Weiss, director of the Department of Finance and Administration.  Porter recently transferred to the state Office of Child Support Enforcement.

 

Having worked in the Office of Personnel Management for over 28 years, Barnhill started as a Personnel Representative Trainee.  She has served as the State Agency Classification and Compensation Manager for the past twenty years.  She has been involved with the development and implementation of various human resource systems including a statewide performance evaluation system, several classification studies, various pay plans, compensation legislation and policy and the Arkansas Administrative Statewide Information System. 

 

Barnhill has a Bachelor of Science in Business Administration with a major in Personnel Management from the University of Arkansas at Fayetteville.
