John Brummett has been writing about the unsuccessful effort to wrest a few dollars out of the real estate transfer tax to care for the homeless. I'm reminded of this as I continue to peruse the list of legislation proposed to spend the $900 million surplus. Sen. Jim Hill got $200,000 to build an elevator at War Memorial Stadium. Gov. Mike Beebe's list -- again subject to the caveat that those expenditures approved for him are discretionary -- includes $700,000 to renovate restrooms and concession stands at the football stadium and $5 million for stadium remodeling, nearly $6 million in authorization altogether.
