You can't discount the rural vote
in the House. It helps explain the vote by which it passed a bill to hamper environmental protection
by prohibting investigations of anonymous complains about, say, a pig feeder operating sluicing mountains of crap into a stream. It also helps explain todays vote in which barely two dozen representatives backed the Senate-passed bill to put some restriction on teen drivers
-- no cell phone use, restricted late-night driving, etc. This was a good bill, passed in many other states, targeting the most dangerous drivers. Naturally, the House was having none of it. Another good roll call
that serves as a litmus test for common sense.
