The State Police
went before Joint Budget today seeking $1 million to fund an offer to settle a civil lawsuit over the fatal shooting
of an unarmed, mentally disabled Springdale man last March. FormerTrooper Larry Norman
(I should have noted in the original post that he's no longer on the force) faces a misdemeanor charge of negligent homicide in the killing of Erin Hamley, 21, who was shot while officers checked whether he was a Michigan fugitive. Norman rushed onto the scene and shot Hamley seconds later with a shotgun when he didn't take his hands out of his pockets. Norman said he had a feeling Hamley was the fugitive. Hamley said before dying, "I'm sorry." and "Why did you shoot me?"
