Brummett explains when a local project is also a state project, like the Alltel Arena, and when it's not, like filling potholes in Bigelow.
He also raises some worthy concern about a new federal marshal's museum in Fort Smith that nobody knew until recently counted on what sounds so far like 100 percent state underwriting. This is the new federalism at its finest. Stick people in Eudora, Piggott, etc. for the payment of a federal project. The Alltel template should apply. Local funds paid for the majority of the project -- a local sales tax, skybox sales and naming rights.
