Gov. Mike Beebe has the votes in the Senate. And it shouldn’t be hard to get to 51 votes in the House, given sponsors so far. But the rub, Brock says, is the House Revenue and Taxation Committee, which counts only four sponsors in its membership and where 11 votes are needed for a do-pass.
