Do you remember the Blue Light Rapist? It was 1997. Robert Birmingham was convicted of driving around with a blue light on his dash and using it to stop female motorists then assaulting them. He received life plus 60 80 years.
Now, barely seven years after his conviction, the victims have learned that Birmingham has applied for executive clemency. The application is not in the hearing stage yet so it's unknown what support he might have. But with this governor, Wayne Dumond's friend, you can't be too careful.

The Arkansas Leader also is covering this story, from the angle that this guy's petittion doesn't stand a chance. It doesn't reduce anxiety of his victims, though, and it's an intermittent process that continues as long as they both shall live.
