The timing was exquisitely good for one candidate, bad for another.
Headline: Arkansas colleges cost too much and it's particularly burdensome on poor people. We get an F on a national report card on affordability.
Headline: Mike Beebe, the Democratic gubernatorial candidate, proposes a college scholarship program for poor kids not directly tied to high school achievement. He says in a speech at Philander Smith reported in the D-G: "Some people fool around too long. Some people's light bulb doesn't come on as quick as others. Some people don't test well."
And what does A$a!, he of the lobbying and penny stock riches, have to say? He opposes the scholarship plan. There's plenty of federal money available, he says.
